After the localized flooding, many permanent structures were removed from riverfront properties and only temporary trailer campers are being allowed in the flood-prone areas, according the story. Campers must be able to be moved quickly in the event of a flood. The rules allow portable restrooms only for special events and they have to be easily moved.
